Arrangement Style

Exporters or their representatives authorized to sign customs declarations may use this circulation documenthttps://medos.tobb.org.tr or through the customs declaration preparation programs they use and send it electronically for Chamber approval.Points to be considered during the preparation of the document;

  • Certificates are filled out in one of the languages ​​in which the Decision was issued and within the framework of the national legislation of the exporting country.
  • Circulation documents are prepared electronically, signed with e-signature and sent to the Chamber for approval.< /li>
  • Provided that the documents filled out incorrectly have not received a customs visa, the approval process will be canceled based on the applications made to the Chamber by e-mail. The document will be returned to the exporter or its legal representative to the customs consultant to be re-issued correctly. The documents with the necessary corrections will be returned to the Chamber. It is sent for approval.It is not possible to correct the mistakes made by crossing them out.
  • The goods recorded in the circulation documents must be written in commercial terms and with sufficient precision to allow them to be recognized. It must be declared in detail in terms of type, type, quality and quantity in a manner that will leave no room for any hesitation. The document issued by exporters who do not fulfill this requirement will not be approved by the Chamber.
  • For companies located in Free Zones, box 5 (Export). Country) only write “TURKEY”.

In accordance with the instruction dated 13.07.2018 received from the Ministry of Trade; with reference to the letter received from the European Commission dated 12.07.2018, the circulation documents (A.TR, EUR.1, EUR.MED) sent to the European Union countries ) In the printouts received through the MEDOS system, it is stated that the“customs visa”box must be signed by customs officers until further instructions from the Ministry of Commerce. Certification Procedures to be Performed by the Chambers of Commerce and Industry

With circulation documents, foreign sales invoices and other supporting documents filled out by exporters or their legal representatives authorized to sign the customs declaration in accordance with the above-mentioned rules and relevant legislation provisions and sent electronically to the Chamber for approval with e-signature. If the manufacturer company is different, the manufacturer's invoice is electronically transmitted to the Chamber together with the document sent for Chamber approval.

  • The chambers check whether the certificates are filled in accordance with the rules and, if necessary, examine other documents proving that the goods recorded in the certificate are or are considered to be of Turkish origin in accordance with the relevant legislation and complete the necessary procedures after reaching a definitive conclusion.
  • A reference number is created by the Ministry of Customs and Trade for the documents approved by the Chamber with e-signature. This reference number is declared on the customs declaration and the declaration is sent to the ministry registration with the reference number. The document is matched and sent electronically to the Ministry of Customs and Trade for visa. All approval procedures for the document, for which the visa process is carried out by the Ministry, are completed. The document, whose approval process is completed, is printed on a green guilloche patterned document, stamped and signed by the exporter or his authorized legal representative on the number 12. All processes of the document are completed by archiving a photocopy of the document.

Changing or Cancellation of a EUR.1 Movement Certificate Certified by the Chamber

Change/cancellation of a certified EUR.1 Movement Certificate is possible before the registration of the foreign exit declaration of the goods. The request for change of movement documents is notified to the Chamber by e-mail. The request for change is made by the issuer of the document. Electronic approval of the document is made after the Chamber determines that it fully complies with the legislation as a result of the necessary examinations.

Issuance of EUR.1 Movement Certificates After the Export of Goods

In cases where the EUR.1 Movement Certificate is not issued due to forgetfulness, mistake, negligence or special conditions during the export of the goods, the EUR.1 Movement Certificate can be issued after the export of the goods.

If it is proven to the relevant Chambers and Customs Administrations that the EUR.1 Movement Certificate has been issued but has not been accepted by the importing country's Customs Administration for technical reasons, the movement certificate can be issued later.

In this case the exporter is:

  • It performs document creation operations using the "Document Editing After Export" title through the MEDOS system.
  • In addition to the document issued for normal export transactions, the customs exit declaration number and date are entered into the electronic system. must be added.

The phrase "ISSUED AFTERWARD" is written by the electronic approval system in the "Observations" field No. 7 of the EUR.1 Movement Documents issued after export. .

Issuance of Second Copy Certificate

In case the EUR.1 Movement Document is stolen, lost or lost, the exporter can only enter the serial number and approval date of the first lost document and the serial number of the new document to be used from the Second copy document approval menu on the electronic approval system. You can apply for a second copy document. There is no need to re-write the export-related information for the second copy document application. Requests for a second copy are automatically approved by the system, and the document is ready for printing and is ready for direct submission. The phrase “SECOND COPY” is written in the “Observations” section by the electronic approval system.

Proofing Documents

The documents listed below are requested to be submitted by the Chamber, export and import Customs Administrations in order to support the fact that the products within the scope of an EUR.1 Movement Certificate or invoice declaration are of Turkish or Community origin and meet the other conditions of the relevant proof of origin Regulation. Among the documents that can be used are:

  • Direct evidence documenting the transactions carried out by the exporter or supplier to obtain the goods in question, for example in their accounts or internal accounting;
  • Arranged or prepared in Turkey or the community Documents used in accordance with domestic legislation, certifying the origin status of the substances used in manufacturing;
  • EUR.1 Movement Certificates or invoice declarations issued or prepared in Turkey or the Community in accordance with the provisions of this Regulation, in order to certify the origin status of the substances used.
