In the letter sent to our Union from the Ministry of Trade; it was announced that the European Union Council"s negotiation position regarding the Draft Regulation published by the European Commission on July 13, 2023, covering vehicle design, production and management of end-of-life vehicles (ELVs) aimed at increasing circularity in the automotive sector, was accepted as of June 17, 2025.

In the position adopted by the EU Council;

Including heavy-duty vehicles and special-purpose vehicles in addition to light vehicles,

Obligation of manufacturers to prepare a circularity strategy that takes into account the dismantling and recyclability of vehicles,

Labeling vehicle parts according to material types, Increasing the use of recycled plastics,

Expanding producer responsibilities and linking the ELV processing process to stricter rules,

Implementing the digital circularity passport application,

Strengthening controls in import/export transactions are included in the provisions. In the next stage; It is expected that negotiations will begin between the Council and the Parliament after the European Parliament adopts its position.
