In the letter sent to our Union from the Ministry of Trade, it was stated that the Critical Raw Materials Act was adopted on 23 May 2024 by the European Commission with the aim of improving the EU"s independence for critical and strategic raw materials used in technologies necessary for the green transition, and that the need for the EU to ensure its "economic security" by taking steps in the field of raw material supply was emphasized within the framework of the Competitiveness Compass, which proposes measures to strengthen the competitiveness of EU industry. In this context, as part of the Joint Communication on strengthening Economic Security, announced on 3 December 2025, the RESourceEU Action Plan was adopted to accelerate and strengthen the EU"s supply security for critical raw materials such as rare earth elements, cobalt and lithium. The plan offers financing and tools to protect EU industry against geopolitical and price shocks, to support projects related to critical raw materials in Europe and beyond, and to establish partnerships with like-minded countries to diversify supply chains. In the short term, the goal is to strengthen the value chains of rare earth element permanent magnets, battery raw materials and defense-related raw materials.
